Position Title: Director of Federal Grants and Community Programs Salary Range: Regionally Competitive Immediate Supervisor: Chief Financial Officer Basic Function: Responsible for planning, supervising, and coordinating all phases of the District’s title I , grants, special funding (CARES, GEERS) & federal programs (Food & Nutrition, Special Education, etc.) in compliance with federal, state, and District laws, regulations, policies, and guidelines. At the direction of the Chief Financial Officer prepare grant applications and expenditure reports. Ensure compliance with granting agencies requirements. Serves as a resource for cross-departmental communication on financial information, expectations, requirements, and executions. Plan, supervise, and evaluate all community programs and volunteer activities. Collect data to show the effectiveness of both federal, state and community programs. Essential Duties & Responsibilities: Monitor the complete life cycle of all grants, including federal, state, private, internal and local. Prepare federal and state grant proposals, amendments, and evaluations according to state and federal guidelines. Prepare financial and analytical grant reporting and organizational financial data. Maintain consistent, positive communication and interaction with the appropriate grant officials. Supervise and evaluate employees of the department. Ensure federal program compliance for all federal grants. Work in cooperation with building administrators and Chief Financial Officer 8. Coordinate the disbursement of funds to non public qualifying schools within the SBCSC district from all grants including but not limited to Title I and II. Create and maintain compliance statistics and budgets for all grants and supporting budget areas. Compile and assess the effectiveness of Federal and Community programs and activities. Monitor and measure the effectiveness of all Community Programs within the District. Develop long range plans and annual reports. Attend meetings, conferences, and training. Attend regularly scheduled meetings with building administrator Other duties as assigned by the CFO. Submit budget(s) and amendments based on assessed needs, District philosophy, District goals and long-term objectives for the Title I and other Federally-funded programs. Serve as liaison between District and state/federal offices. Keep up to date and well informed about trends and developments in Title I, available grants/funding and related programs, including federal and state requirements of the program. Qualification Requirements: Accounting/Finance degree with 5 years of experience working with state or federal grants; Title I/Title II or equivalent program coordination experience preferred; equivalent combination or training and experience which provides the required knowledge, skills, and abilities. Experience preparing financial statements, working with budget/financial software, preparing financial presentations preferred. Education and/or Experience: Accounting or Finance degree. Minimum of 5 years experience as an accountant/financial office staff member working in an educational or not for profit setting with state or federal grants. Knowledge, Skills and Abilities: Knowledge of federal, state and local requirements regarding Title I/Title II programs. Knowledge of accounting and budget practices, ability to coordinate financial data. Ability to interpret educational policies and procedures. Thorough knowledge of ethical guidelines applicable to the position as outlined by professional organizations and/or federal, state and local laws, and regulations. Proficiency in accounting and Generally Accepted Accounting Principals (GAAP) and accounting/budgeting software. Knowledge of the needs of Title I/Title II students and families from diverse backgrounds and various learning abilities and styles. Skill in presenting complex material to a wide variety of audiences. Language Skills: Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of supervisors, employees, vendors, and the general public. Reasoning Ability: Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables. Other Skills and Abilities: Ability to develop effective working relationships with staff. Excellence in communication skills, written, and verbal with demonstrated attention to detail. Ability to negotiate and handle pressure situations for long periods of time. Ability to apply knowledge of current research and theory in specific field. Ability to perform duties with awareness of all district requirements and Board of School Trustees. Understanding of the technology and its application to the human resources function of a public school district. Experience in supervising and evaluating employees.
