Job Purpose:

Directs all aspects of principal locomotive assembly and major components manufacturing operations. Responsible for the division’s locomotive, components manufacturing operations, both domestically and abroad. Responsible for effective operation safety, production quality, On-Time-Delivery, operation cost and productivity including Lean manufacturing processes in place to accomplish the Company’s short and long-range objectives, thereby ensuring our market leadership position. The position requires strategic knowledge of the market, knowledge of the product, and strong interpersonal skills to lead people and interact with our customers.

Responsible for all locomotive assembly, and major component manufacturing. To include collaboration in planning, collaboration in design, development, testing, and implementing new technology or enhancements to existing technologies. This includes executing long term and short-term business targets, the development of strategic and tactical plans, development of strategic business relationships, product enhancements, and operating efficiencies, collaborate with leaders of engineering, finance, quality, human resources, safety, and purchasing, etc. to develop complex business matrix, and work closely with purchasing to develop strategies and execution plans that meet business and customer commitment.

Locomotive Services Division provides rebuilds, overhauls and repairs, of locomotives for the customer base and also buys/sells used locomotives in the brokerage segment of the business. The incumbent is responsible for operation costs and productivity, strategic planning, development of people, and a culture of safety and quality. Responsible for cost out activities on both purchase and make parts and require a team approach with operations, purchasing team and suppliers. The goal is to have the word-class quality and competitive cost operation in the industry This includes strategic and tactical planning, quality, process improvement, safety, etc. The position requires technical and market product knowledge to develop long term strategic goals that creates a value proposition for the customer and maximizes OPACC for the enterprise.

Responsible for enhancing Lean Manufacturing operating principles, removing waste of time and materials, to ensure Progress Rail’s operations achieve maximum efficiency in producing the highest quality and lowest cost locomotives in the market. Responsible for manufacturing and production cost out initiative and achieving objectives/project completion within budget and on-time.

Responsible for business development and leadership to ensure new product introduction, product changeovers, capital improvements, and implementation of new manufacturing lines are adequately planned, staffed and executed. Ensure that product development is focused on meeting and exceeding customer requirements.

Responsible for constantly monitoring market conditions, anticipating customer needs, and industry dynamics. This individual will carefully evaluate complex problems and review large numbers of possible solutions with cross functional teams before selecting a solution.

Oversees and participates in HR related issues, reviews, surveys, employee engagement, and retention. Responsible for team development, coaching sessions, and communication. The incumbent must work with other leaders in the organization to develop strategic innovations for improvement of product, strategic and tactical business plans

Travel - More than 50%. travel is required.

Qualifications and Experience:

• Proven executive-level leadership capabilities required, along with good organizational skills;

• Demonstrated significant managerial experience and skill to plan, organize, oversee and direct work in an organization-wide area;

• Highly developed interpersonal skills to deal with sensitive, emotional or potentially controversial situations;

• Minimum of 10 years management experience;

• 5-10 years managerial experience with full P&L responsibility;

• In-depth experience with financial planning, budgeting, forecasting, cost control, etc.;

• Results-oriented professional, with excellent analytical skills;

• Locomotive or other Railroad industry experience a “plus”;

• Infrastructure/Construction/Large Project management experience considered;

• Ability to successfully manage the integration of complex business processes in a low-volume manufacturing environment;

• Broad experience desired across multiple business functions such as engineering, production, scheduling, supply chain, quality control, etc.;

-Proficient in MS Office suite, including intermediate Excel skills

-Experience with major ERP/MRO system;

• Ability to travel as required.

Essential and Physical Activities Functions

• Strength – Position typically involves oversight in an industrial environment. Frequent standing, sitting, and walking. Occasional light to medium-level lifting (up to 30 pounds);

• Motion – Position regularly requires standard motions associated with leading and demonstrating in an industrial environment. Occasional reaching, handling, pulling, stooping, carrying, kneeling, crouching;

• Vision/Hearing Requirements – Constant verbal communications, including both talking and hearing;

• Work Environment – Position is Safety Sensitive and will frequently require the use of Personal Protective Equipment. Position may involve work in a non-temperature-controlled environment. Position is located in an industrial environment, including occasional exposure to noise (85+ decibels), occasional exposure to temperature changes, heavy machinery and other hazardous working conditions;

• Emotional Demands – Very high level of responsibility. Must be able to coordinate diverse aspects of a project. Requires significant interpersonal skills while sustaining very high standards;

• Safety – Position is Safety Sensitive and will require the use of Personal Protective Equipment.
