About the Family & Social Services Administration:

The Office of Medicaid Policy and Planning (OMPP) is a division within the Family and Social Services Administration, which receives around 18 percent of the state's budget to ensure vital health care coverage to approximately 1 in 4 Hoosiers. Role Overview:

In this role, Medicaid/Medicare Coordination Manager, you will establish priorities, targets, and deadlines for accomplishing both short-range and long-range goals for improving health outcomes for Indiana's dually-eligible population as well as Medicare and Medicaid integration in line with state goals. You will serve as the subject matter expert on dually-eligible individuals, staying breast of Medicare/Medicaid policy and program innovations, current research and opportunities at the federal level, and assessing new opportunities at the federal level to provide summary and recommendations to OMPP leadership for consideration. Your role will manage and develop the State Medicaid Agency Contracts (SMACs), working to develop increased alignment between Medicare and Medicaid programs and to ensure that contracts reflect state goals for the management of dually eligible members. You will serve as the Medicaid point of contact for Indiana's Dually-Eligible Special Needs Plans (D-SNPs) including collaboration with the Division of Aging. Your role will also serve as the OMPP Point of contact for Indiana’s State Health Insurance-Assistance Program (SHIP).

The ideal candidate will have experience with Medicare D-SNP or other Advantage Programs and Managed Medicaid Long Term Support & Services (MLTSS), should be familiar with Medicaid delivery systems and underlying programs, and a familiarity with Indiana Health Coverage Programs (IHCP) preferred. Knowledge of Medicare/Medicaid regulations and coverage and federal and state public health care programs and policy is desired.

Salary Statement:

The salary for this position traditionally starts at $75,010.00 but may be commensurate with education or work experience.

Short Description

The Medicare and Medicaid Coordination Manager serves as OMPP's subject matter expert on Dually eligible Medicaid

members and the integration of mLTSS programs that serve dually-eligible individuals.

A Day in the Life:

The essential functions of this role are as follows:

  • Plan, organize, direct, monitor, and participate in ongoing comprehensive development and implementation of specialized programs and development within the agency.

  • Determine, analyze, identify and implement long-range objectives and specifying the strategies, KPIs, and actions to achieve them.

  • Analyze operations to evaluate performance of the specific program or its staff in meeting objectives or to determine areas of potential cost reduction, program improvement, or policy change.

  • Interpret and explain in-depth and complex policies, rules, regulations, or laws to organizations, government or corporate officials, or individuals.

  • Develop and implement corrective action plans to solve organizational or departmental problems.

  • Prepare and present reports for approval, including those for funding or implementation of services to executive leadership.

  • Develop and oversee program financial or budget activities to fund operations, maximize investments, or increase efficiency.

  • Develop and monitor program requirements to ensure it meets federal and state policies and grants compliance.

  • Develop and supervise training of employees and consultants on program requirements and usage.

  • Develop, coordinator, and deliver communication plans and communications.

  • Preside over, or serve on, boards of directors, management committees, or other governing boards.

  • Recruit, select, onboard, and train employees to ensure role responsibilities and expectations are clearly understood while providing opportunities to continue professional development.

  • Set expectations, measure progress, provide ongoing feedback, and evaluate the performance of employees. Ensure work adheres to quality standards, deadlines, and proper procedures.

Job Responsibilities

What You'll Need for Success:

The ideal candidate in this role should minimally have either

  • a Master’s Degree and 7+ years of experience, or a Bachelor’s Degree and 9+ years of experience, or

  • an Associate’s Degree and 11+ years of experience, or

  • at least 13+ years of experience applying the below, outlined knowledge, skills, and abilities in a similar role.

You must meet the following requirements to be considered for employment:

  • Strong leadership and creative problem-solving skills; must possess excellent verbal and written communication skills and the ability to effectively engage stakeholders ranging from members of the public to agency leadership or health plan executives.

  • Knowledge of federal and state public health care programs and policy, and national public health care issues and trends.

  • Must be familiar with Medicaid delivery systems and underlying programs. Familiarity with Indiana Health Coverage Programs (IHCP) preferred.

  • Ability to plan, initiate, and properly execute programs and initiatives. Must be highly self-motivated and possess initiative.

  • Working knowledge of reporting systems and ability to accurately interpret complex statistical data and reports. Ability to use standard computer word processing, spreadsheet and database programs.

  • Ability to marshal resources, work well with other agencies/divisions, and consistently implement a unified vision for the Medicaid program. Must be collaborative and build relationships.

  • Ability to critically assess effectiveness of programs, and identify interventions as needed to maintain or enhance quality and effectiveness.

  • Ability to compile, synthesize, and present complex recommendations in areas of policy and procedure;
