The purpose and mission of the Indianapolis-Marion County Forensic Services Agency is to serve the Marion County Community and supports the needs of the Criminal Justice System by providing services in Crime Scene Processing, Forensic Document Examinations, Latent Print Processing and Examination, Blood Alcohol Analysis, Fire Debris Analysis, Seized Drugs Analysis, Firearms Examinations and NIBIN, DNA and Serology Analysis and Forensic Evidence Technician (Morgue Liaison) services. Job Summary
Position is responsible for providing a wide variety of diverse and complex forensic support functions for the laboratory. Responsible for the evidentiary control of all physical evidence entering and exiting the laboratory; and the coordination of requests for forensic analysis, to meet the needs of various forensic disciplines throughout the laboratory. Controls the submission and release of all forensic evidence from outside police agencies. Reviews information and triages requests for forensic analysis to determine appropriate forensic analysis to be performed. Performs a wide variety of assigned forensic support functions for law enforcement agencies throughout Marion County. This classification is distinguished by the increased scope, variety, and complexity of work assignments to include the assignment of forensic analysts requests and handling/transporting physical evidence within the I-MCFSA. Provides information concerning the status of forensic analysis; responds to inquiries from various public safety agencies and determines the appropriate course of action to resolve or address concerns that may develop. Position requires the knowledge of established policies and procedures related to physical evidence and forensic analysis, which controls most of the actions in this position, and is critical to the operations
of the laboratory. Incumbent may also rely on experience and judgment to plan and accomplish assignments in a timely manner with a high emphasis on placing information into the various data formats. Other duties and tasks are routine in nature and performed under minimal supervision following standard procedures. Position reports to the Deputy Director.

Position Responsibilities
Responsible for ensuring that laboratory evidentiary control policies and procedures are followed Reviews and triages requests for forensic analysis to determine the appropriate analysis to be performed, advises the Forensic Science Supervisor of the request on behalf of the initiating agency
Performs, with minimal supervision, a wide variety of forensic support functions for the analytical and crime scene
elements of the laboratory
- Acts as an Evidence Coordinator by receiving, controlling, issuing, and releasing all sealed physical evidence to the
laboratory ensuring proper security and distribution within the I-MCFSA, and coordinates with various police agencies
to ensure forensic evidence is suitably packaged and marked to ensure a proper chain of custody
Logs in evidence to the laboratory case management software system
Ensures that all laboratory reports, statistical data, and confidential information are properly managed, distributed,
and safeguarded, including statistical data for grant management and reporting
Recommends new policies to be implemented within the section
Assists in scheduling individual workload within the unit; and assists in devising /explaining policies
Assists in ensuring that appropriate quality assurance (QA) and quality control (QC) methodologies are employed in the forensic evidence section
Ensures OSHA standards are met by properly labeling and marking any bio-hazardous materials
Adheres to firearms safety rules when accepting weapons/ammunition as evidence
Coordinates with the Deputy Director to determine plans and/or actions to be taken to resolve difficult evidentiary
problems and concerns
Responsible for conducting regularly scheduled forensic evidence inventory in all locations of the laboratory.
Assists in the compilation of statistical data when requested by the Deputy Director.
Supports the human resource functions of the laboratory, including confidential employee documentation, the completion of all attendance and payroll, and ensuring proper and timely payment of agency personnel
Advises the Chief Operating Officer and executes purchasing measures, evaluates suppliers by considering the price,
quality, availability, and other criteria and authorizing payments, and maintains receipts, records, and inventories
Coordinates with the Drug Enforcement Agency on the purchase of standards for testing
Provides input for the section’s strategic/budgetary planning process; assists the supervisor with any budget
expenditures for the section
- Assists supervisors in all areas including QA/QC. Reviews data and ensures compliance with appropriate scientific,
legal, and government regulations
- Recommends modification of practices as required for operation of section/division. Serves as liaison between IMCFSA
and local, state, and federal law enforcement agencies to ensure that forensic support is provided in a professional and
timely manner
- Attend seminars, meetings, and conferences to incorporate new developments in the areas of forensic evidence
management, OSHA requirements, firearms safety, and other pertinent issues
Maintains the confidentiality of all information and responds to ‘public records’ requests
Greets visitors; answers telephone calls; provides information concerning the status of forensic analysis; responds to
inquiries from various public safety agencies and determines the appropriate course of action to resolve or address
concerns that may develop

Qualifications
Associates Degree in Biology, Chemistry, Forensic Science, Criminology, or related science courses and four (4) years of prior related work experience required. One (1) year of work experience may be substituted for each year of required education. Knowledge of the criminal justice system is necessary and a familiarity with the sensitive and confidential nature of evidence control. Incumbent must be willing and capable of completing internal and/or external training in forensic science evidentiary control procedures; firearms safety/proper handling; forensic administration, and OSHA rules and regulations. Must be effective in the treatment of customers. whether face to face and/or telephonically, in a professional and courteous manner. Knowledge of word processing, spreadsheet(s), database(s), and other software is required. Must be able to type, update and/or create reports and spreadsheets as needed. Demonstrate creative ability when presented with unformatted projects and/or ideas. Must be able to establish and set priorities according to time sensitive information in order to have continued success in this position. Must be able to communicate effectively in oral, verbal, and written formats.
