About the Indiana Management Performance Hub (MPH):

The Management Performance Hub (MPH) provides analytics solutions tailored to address complex management and policy questions enabling improved outcomes for Hoosiers. We partner with state agencies to leverage data in innovative ways to facilitate data-driven decision-making and data-informed policymaking.

Salary:

This position traditionally starts at an annual salary of $93,022. Salary for this position may be commensurate with education and job experience.

Role Overview:

The Director of Data Governance leads MPH's portfolio-wide strategic Data Governance initiatives across all State Agencies. You will oversee a team of direct reports who assist other agencies in their data management, governance implementation, and maturity efforts.

A Day in the Life:

The essential functions of this role are:

  • Build and implement a Data Governance Operations Team, a lean centralized team of data governance staff to support the varied needs of SOI units.

  • Provide insight, oversight, strategic context, direction, and leadership to the staff involved in the data governance effort.

  • Partner with leaders and project teams to design, develop, and support enterprise-wide solutions.

  • Establish key recurring forums with stakeholders including Data Governance Council, working groups, and practitioner outreach.

  • Maintain engagement procedures to ensure SOI units can easily engage with the Data Governance team and receive timely, accurate guidance on data governance requirements.

  • Establish metrics and measures leveraging DCAM/ CDMC to show data governance maturity within business units and across SOI, as a whole.

  • In conjunction with Data Governance Team, develop and provide recurring training on best practices and requirements of the DG COE.

  • Continually optimize the operations processes to drive effective data governance and user experience.

  • Drive adoption through training and effective change management across stakeholder groups.

  • Orchestrate data governance activities across the entire organization and be responsible for managing data governance standards and processes to support fast-paced and trustworthy delivery.

  • Work closely with the wider data leadership team to implement strategy alongside ongoing data and business initiatives, ensuring high-quality data delivery.

  • Build a wide network of stakeholders across the enterprise to educate and excite on the topic while engaging with data users to drive improvements in data stewardship, quality, and management.

  • Recruit, lead, and develop further data governance roles as we build out the data organization.

  • Motivates and leads project delivery teams and instills a mindset of continuous process improvement.

What You'll Need for Success:

You must meet the following requirements to be considered for employment:

  • Bachelor's Degree or higher. Advanced Degree preferred.

  • Ten years of professional experience in a comparable position, or five years of specific government experience relevant to the role.

  • DCAM certification preferred. Or, the ability to obtain DCAM certification within the first year of employment.

  • You have deep technical knowledge within data governance, data management, or similar data-focused subject areas, and preferably hold a relevant methodology certification (e.g., DAMA CDMP, DCAM, or similar).

  • You have a proven track record of successfully introducing and leading a Data Governance function to drive cultural change.

  • You possess strong influencing and networking skills to help build and foster strong business relationships with stakeholders.

    Supervision skills:

  • Ability to accept project ownership and supervision of project delivery teams.

  • Able to resolve conflicts between Project Management and Engagement teams.

  • Ability to ensure the development of a team's project management skills.

  • Able to accept additional supervision such as Project Managers and Learning and Development Consultants.
