Position Summary

The Data Manager for the Office of Public Health and Safety (OPHS) is a management-level position responsible for defining and implementing the data strategy, enterprise data governance, and use of data for decision-making, accountability, and transparency across the Department, aligning with the mission, values, goals, and objectives of the individual OPHS divisions and the greater local government enterprise. This position is responsible for the coordination of technology-based and data-driven services provided by OPHS technical staff, Information Services Agency (ISA) staff, Public Safety Communications (PSC) staff, and other relevant stakeholders.

The Data Manager is responsible for providing short-term and long-range guidance, direction, strategies, and practices for the use of data, information, and intelligence aimed at keeping the five core divisions of the OPHS at the forefront of innovation and operational effectiveness within established Federal and State laws and Departmental/Enterprise guidelines and governance procedures. In conjunction with the OPHS Director and the Deputy Director for Legal and Strategic Initiatives, the Data Manager will develop and execute the data strategy, enterprise data governance framework, internal access to and use data for decision-making and accountability, and dissemination of data for innovation and other governmental and public consumption.

The Data Manager will also provide executive guidance on industry-standard best practices, knowledge, and direction in procuring technology investments that maximize the use of data to align with the mission, values, and tactical, strategic, and operational goals and objectives of the OPHS. The Data Manager will ensure the confidentiality, integrity, and accessibility of data from all technology sources. The wide scope of internal, external, government, and community needs across the City-County Enterprise requires a Data Manager with strong leadership, relationship, and communication skills who can navigate the distribution of finite financial resources for technology enhancements while maintaining a healthy working relationship with ISA’s Infrastructure & Operations provider(s), OAP staff, and OPHS’s software & hardware vendors.

Homelessness and Eviction Prevention, Behavioral Health, and Community Nutrition and Food Policy. As a member of the OPHS management team, this position contributes to the development and execution of the mission, values, and strategies set by the Director of OPHS.

Position Responsibilities

  • Define, develop, and implement an OPHS data strategy, in conjunction with OPHS leadership, that leverages the full value of OPHS data for mission, service, and public good.

  • Create a mission that articulates the intent and core purpose of the strategy,

  • Assess the OPHS's data culture by examining existing business processes, strategies, and assets; learning what has and has not worked to date; and surfacing perceptions, misconceptions, and potential challenges,

  • Re-imagine and roadmap an improved data culture, in conjunction with OPHS leadership, ISA CIO, OAP, and other relevant stakeholders, that values data and promotes its use,

  • Champion data as a strategic asset and driver of innovation across the OPHS,

  • Provide expertise and guidance to OPHS, ISA, and community leaders in the development of public safety and resource solutions that align with the mission, values, and tangible, strategic, and operational goals, and objectives of OPHS based on current public safety technology industry trends and best practices,

  • Educate key stakeholders of the OPHS on the OPHS’s data strategy and data management program to support and encourage widespread adoption,

  • Collaborate with OPHS leadership to schedule cross-functional group training sessions for new OPHS product offerings and operational enhancements to OPHS systems and tools.

Qualifications

Bachelor’s Degree in Data Analytics, Program Evaluation, Public Health, Public Administration, or related field. In lieu of a degree, a minimum of four (4) years of demonstrated professional experience would be considered. Solid business knowledge, technical expertise, strong project management acumen, and a service-oriented approach to using technology and data in operations. Program development and resource provision knowledge, including diversity, equity, and inclusion.
