Job Description:

SUMMARY

Working under the direction of the Director of Traffic Operations, the incumbent manages the Traffic Signal System for the City of Fort Wayne. The incumbent is expected to exercise good judgment, independence, initiative, and professional expertise in conducting day-to-day operations. All work duties and activities must be performed in accordance with the City safety rules and operating regulations, policies and procedures as well as federal, state, and local regulations.

ESSENTIAL DUTIES AND RESPONSIBILITIESinclude the ability to interact with the public, City incumbents, and outside agencies with patience, tact, respect, and professionalism and the following. Other duties may be assigned.

  • Oversees the computerized traffic control system;
  • Develops and implements traffic signal plans, systems coordination plans, traffic responsive plans to minimize traffic delays on the roadway network, for normal operations as well as during construction activity;
  • Ensures adequate safety procedures are maintained such as pedestrian and vehicular clearances, and dilemma zone protections;
  • Studies, initiates and recommends departmental policy changes as it relates to signalization;
  • Addresses citizen complaints as it relates to traffic signalization and systems operations:
  • Maintains a database of signal timing plans and systems information for use in tort claims and lawsuits;
  • Develops specifications for new traffic signal equipment;
  • Reviews and approves traffic signal plans;
  • Design traffic signals and signal systems, including detection systems such as loop, Sensys, and video.
  • Research and stay current with advanced traffic signals and control systems, intelligent vehicle systems and autonomous vehicles;
  • Train coworkers on traffic system operations;
  • Develop an SOP for all technological systems used to perform job functions.

QUALIFICATIONS

EDUCATION and/or EXPERIENCE

  • Bachelor's degree (BS) from four-year college or university in an IT related field or progressive experience of 10 years in an IT related field.

OTHER KNOWLEDGE, SKILLS and/or ABILITIES

  • Broad knowledge of statutes, standards, operations, materials and business principles related to Traffic Engineering, signal timing, systems operations and traffic safety;
  • Ability to read and interpret construction documents and specifications;
  • Ability to learn and understand advanced computing traffic analysis programs such as Synchro;
  • Ability to learn and understand programmi g traffic signal controllers such as Eagle, Kinetic, Econolite;
  • Ability to learn and understand programming traffic control systems such as Tactics and Qfree;
  • Oral and written communication skills conducive to preparing/analyzing engineering reports and dealing with citizen complaints.

LANGUAGE SKILLS

Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups, and/or boards of directors.

MATHEMATICAL SKILLS

Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

REASONING ABILITY

Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables. The incumbent is responsible for managing several interrelated services within the departments and administration which includes handling personnel problems, coordinating work, purchasing equipment/materials, providing data/reports, and maintaining positive public relations.

CERTIFICATES, LICENSES, REGISTRATIONS

  • Valid Indiana Driver's License;
  • IMSA Work Zone Safety Certification or be able to obtain within 6 months of hire.

Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.
